I used the Bioterrorist Activist from Bio-Tech as a basis, then tweaked it bit to fit my needs better. Some of skill selection may seem odd at first glance, but everything is for a reason. Weapon selection is my standard storm carbine selection – I don’t know why I love that weapon as much as I do, but I really do. In this case, though, I opted for it because it’s a slugthrower and thus, usable with the EMP thing active where a beam weapon of any sort would be useless.
